IN LOCO is a non-governmental development association founded in 1988 in São Brás de Alportel, working on rural development, community capacity-building and territorial cohesion across the Serra Algarvia and the Algarve hinterland. The organisation runs training programmes, supports local producers, manages emigrant outreach lines and coordinates citizen-participation projects from its Campus da Boa Esperança headquarters.
Within the European Union’s LEADER programme, IN LOCO is the designated Grupo de Acção Local (GAL) for Algarve Central, covering the inland municipalities including São Marcos da Serra and Silves where Hillside Sanctuary is located. The GAL is the first-line gatekeeper for the Tipologia D.1.1.1.x sub-measures of the current PEPAC programming period — including D.1.1.1.1 (small agricultural-holding investments) and D.1.1.1.3 (diversification in commerce and services).
Hillside Sanctuary is preparing a phase-1 accommodation expansion candidatura under Tipologia D.1.1.1.3 with direct technical guidance from the IN LOCO team. Their long, careful engagement with rural Algarve communities — and the Annex VII clarity they bring to the application process — is foundational to our funding path.
