The Câmara Municipal de Silves is the municipal council responsible for governing one of the Algarve’s largest and most historically significant municipalities. Covering over 680 square kilometres of terrain, from the coastal strip near Armação de Pêra to the rural interior hills of the Serra do Caldeirão, the municipality encompasses both mass tourism infrastructure and some of Portugal’s most traditional agricultural landscapes. The Câmara oversees planning permissions, building licences, environmental compliance, public infrastructure, and the strategic development priorities that shape the region’s future.
For Hillside Sanctuary, the Câmara Municipal de Silves is the primary regulatory authority. Our Alojamento Local tourism licence, building permits for infrastructure improvements, water usage rights, and fire prevention compliance all pass through the Câmara’s various departments. The municipality’s planning framework determines what can be built, how land is classified, and what activities are permissible on rural properties. Every step of our development, from converting traditional agricultural buildings to installing off-grid energy systems, requires engagement with the Câmara’s technical teams and elected officials.
Silves municipality has a stated commitment to diversifying its economy beyond coastal tourism. The Câmara actively supports rural development initiatives that bring employment and investment to the interior parishes, which have experienced decades of depopulation and economic decline. Agri-tourism ventures like Hillside Sanctuary align directly with this strategic priority: we bring international visitors into the rural interior, support local employment, and invest in restoring neglected agricultural land. The Câmara’s rural development office provides guidance on available support programmes and helps navigate the complex regulatory landscape that governs land use in the Algarve’s interior.
The relationship between Hillside Sanctuary and the Câmara Municipal de Silves is fundamentally practical. They provide the permits, inspections, and regulatory approvals that allow us to operate legally and safely. In return, our project contributes to the municipality’s goals of rural revitalisation, sustainable tourism development, and the preservation of traditional land management practices in the Serra do Caldeirão foothills.
